Geelong runs three public-sector systems beside a manufacturing and health economy
Geelong is unusual in Victoria. The National Disability Insurance Agency's national office is here, and that is a federal employer. The Transport Accident Commission and WorkSafe Victoria have their head offices here, and they are Victorian statutory authorities. Victorian Public Service departments also advertise roles with a Geelong location. Barwon Health, Deakin University and private manufacturers recruit on different documents again.
Serving Geelong and clients across Australia. A VPS key-selection-criteria response, an APS application for the NDIA, and a plant or retail-head-office résumé cannot be the same file with the employer name swapped.
VPS grades, the capability framework, and key selection criteria
Victorian Public Service jobs are advertised on careers.vic.gov.au. The classification runs from VPS1 through VPS7, with executive roles above that. The grade reflects the size of the work, the qualifications and the impact. Allied health, legal, science and some other occupations use aligned classifications that map onto VPS value ranges. The position description states the grade.
The VPS Capability Framework, maintained with the Victorian Public Sector Commission, describes capabilities under personal attributes and five domains: Meaningful outcomes, Enabling delivery, Authentic relationships and People leadership, with the capabilities that sit inside them. Each capability has four proficiency levels: Foundational, Applied, Accomplished and Leading. In a position description the framework informs the key selection criteria. The Victorian public sector values, set out in the Public Administration Act 2004, are Responsiveness, Integrity, Impartiality, Accountability, Leadership, Respect and Human rights. Some criteria ask you to show those values.
Key selection criteria are the usual selection document. Careers Victoria tells applicants to respond with specific examples, either in a separate document or inside a cover letter, and some vacancies use targeted questions instead. A VPS2 or VPS3 response is often a shorter letter. A VPS5 or VPS6 response is longer and is read for judgement, stakeholders and a body of work. Write to the criteria on that position description. Do not attach a federal one-page pitch and call it a Victorian application.
Barwon Health and Deakin
Barwon Health is the public health service for Geelong. University Hospital Geelong is the tertiary campus. Clinical résumés need the campus, the unit and registration. Emergency, medical, surgical, maternity, mental health, aged care and community health are different scopes. Nurses, doctors and allied health are employed by the health service on health awards, not as VPS grades, unless the advertisement is a departmental role.
Corporate roles inside Barwon Health may still look like public sector applications without being VPS department roles. Read who the employer is. A Department of Health policy role on careers.vic.gov.au and a Barwon Health management role are different packs. Name University Hospital Geelong when that is the campus. Do not write 'Geelong hospital' and leave the employer ambiguous.
Deakin University's Waurn Ponds and Waterfront campuses recruit professional and academic staff. University forms ask for the service, the students or the research. They are not VPS key selection criteria. Geelong TAFE is a separate education employer. Someone teaching at Deakin and applying for a VPS education role needs both documents.
The NDIA, the TAC, and WorkSafe are not the same employer
The NDIA's national office is in Geelong. It is a Commonwealth agency. Vacancies are Australian Public Service roles: APS classifications, APSJobs, and a pitch or criteria against the Integrated Leadership System as that advertisement sets. A VPS key-selection-criteria pack will not satisfy an NDIA ad. Disability knowledge can be relevant evidence. The labels and the portal still have to be the federal ones.
The Transport Accident Commission and WorkSafe Victoria are Victorian statutory authorities with head offices in Geelong. They are not VPS departments and they are not the NDIA. Their advertisements set their own classifications and application method. A TAC claims, recovery or policy role is read for the scheme. A WorkSafe inspector, specialist or corporate role is read for the occupational health and safety system. Use the documents those ads request. Do not assume a VPS5 letter transfers because all three buildings are in the same city.
People apply across these employers in one month. Keep a VPS file, an APS file for the NDIA, and a statutory-authority file if the packs differ. The employment history can overlap. The criteria, the length and the scheme language cannot.
Manufacturing résumés, and the pitch versus the criteria
Geelong's private market includes the Cotton On Group's head office, Avalon Airport, the Spirit of Tasmania terminal operated by TT-Line, and advanced manufacturing and engineering firms that remained after vehicle assembly ended. Those résumés lead with the product, the plant or the operation, the team and the result. They do not open with VPS capability headings. A head-office commercial résumé and a site trades résumé are different first pages even inside one company group.
Selection for a VPS role is the key selection criteria or the questions on careers.vic.gov.au. Selection for an APS role, including the NDIA, may be a one-page pitch. The pitch is a single claim against the Integrated Leadership System. The Victorian criteria are usually several points, each with an example. Sending the pitch to a VPS panel, or the criteria pack to an APS panel that asked for one page, fails the instruction.
Melbourne departments use the same VPS grades. A Geelong applicant aiming at a Melbourne central agency should still write examples at the grade. Use this page for the Geelong employers, including the NDIA, TAC, WorkSafe and Barwon Health. The Melbourne page is a separate document and is not a substitute for the position description in front of you.
Industries and employers
VPS, TAC and WorkSafe
careers.vic.gov.au roles use VPS grades and key selection criteria. TAC and WorkSafe are statutory authorities based in Geelong and follow their own advertisements.
NDIA
The National Disability Insurance Agency's national office is a federal employer. Applications use APSJobs and the Integrated Leadership System, not a VPS criteria pack.
Health, university and manufacturing
Barwon Health and Deakin use health and university processes. Cotton On, Avalon and other private employers read scope and outcome, not selection criteria.
