This happens a lot in public service jobs and government jobs. The ad says no selection criteria. Or they only want a short pitch, an expression of interest, a cover-style statement. You write it like a fluffy cover letter. It still dies.
A panel is not marking whether you sounded keen. They want the week you actually did, in a short file they can read.
A score will not fix it
